CA22 IMPLEMENTATION – UPDATE

We are just over six months into the operation of CA22, and much work has been done to implement the requirements of the agreement.

CA22 was certified just over six months ago, and the Union Office has already done a great deal of work to implement the changes and improvements.

These include:

• Two of the three wage increases have been paid, with the third due 1 July 2024 (Cl.20)
• The Cost of Living Allowance was paid for 2022, with a further COLA calculation due based on the inflation rate at the end of the March 2024 quarter, and another after March 2025. (Cl. 21)
• Payment of the 2023 “operational adjustment” has been calculated and organised by QFES and QSS and was due in the pay week commencing 11 December 2023. (Cl. 22)
• Work continues to uplift all shifts to a nominal blend of six per shift by mid-2025 (cl.43)
• The aerial appliance allowance for acting station officers has been coded and is now being paid (Cl. 68)
• FCOs now work expanded hours and nightshifts during training (Cl. 97)
• Self-managed time off-console is up and running in Firecom, and a policy to help manage this is in development (Cl.99)
• FTE allocation and timing of the recruitment and selection of the FCS roles in all Fire Communication centres has been agreed and will commence in March 2024 (Cl. 111)

In addition to these achievements, the creation significant number of policies and other work has commenced in accordance with Clause 36 “Work to be done during the life of this Certified Agreement.”

This clause encompasses a wide range of topics to be developed and work to be done, all of which has either started, or will have commenced by the end of February 2024. I recommend you review clause 36 and if you have questions about any work, please email ca22@ufuq.com.au (please note: specific subject matter experts will be called for to work on the policies yet to be started early in 2024).


There is still more to do. Still to come are the topics listed below, with some information about each.

• Clause 36 – Development of policies and other work
Calls for assistance from subject matter experts will commence early in 2024.
• Clause 37 – Work Value Reviews (JEMS)
Several work value reviews will commence in early 2024, with the remainder across the 2024/2025 financial year. The specific list of work value reviews to commence in the first quarter of 2024 will be published in February 2024 and those who perform the roles being reviewed will ALL be given an opportunity to participate.
• Clause 44 – New Station Crewing Model (NSCM)
The new crewing models and policy support is still in consultation and development stage. At some point in the first half of 2024, a trial of the new crewing model will be held in FNR.
• Clause 72 - Live Fire Campus Allowance
QSS report they still haven’t finished coding this entitlement. All who work (or worked) at live fire since 24 May 2024 will receive backpay once QSS manage to set up this allowance.
• Clause 78 – BAO Review
The BAO review will commence with a planning workshop in February 2024. In late January 2024 some SEQ and regional Qld subject matter experts will be called on to participate in the planning workshop, and then further calls for ALL to have the chance to be involved in the review will occur throughout 2024.
• Clause 95 – Fire Communications review
The planning workshop for this review occurred on 6 December. A detailed Terms of Reference is now being developed and the review will likely commence in February 2024.

All other CA22 matters commenced prior to certification of this agreement and that means they are all rolling on as before.  2024 will be a very busy year for you and your union, with QFD starting in July, a state election in October and the CA22 work to complete.
